Sikhs In India To Be Under ‘Surveillance’All Over Again After The Tumultuous 1980s

The above Gazette Notification No. 2387 issued by the Union Ministry of Home Affairs on 22 July, 2019 states:
“Whereas, in exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the Central Government has declared the Sikhs For Justice (SFJ) to be an unlawful association vide notification number S.O. 2469(E) dated 10th July, 2019, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated the 10th July, 2019;
Now, therefore, in exercise of the powers conferred by section 42 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), the Central Government hereby directs that all powers exercisable by it under section 7 and section 8 of the said Act shall be exercised also by the State Governments of Punjab, Haryana, Jammu and Kashmir, Rajasthan, Uttar Pradesh, Uttarakhand, Government of National Capital Territory of Delhi and Chandigarh Administration in relation to the above said unlawful association.”
On 26.07.2019 The Economic Timesreported:
“Centre doesn’t have the wherewithal or jurisdiction to implement the notification in these states. This notification deals with only those states which have a sizeable Sikh population and where the organisations like SFJ can play foul and try to brainwash Sikh community in favor of the Khalistan movement, through various means,” a senior home ministry official told ET.
How would the administration ensure that 99% or more of Sikhs who may have nothing to do with the issue at hand or may have no view on the issue are not harassed by the police?
The following crucial questions arise:
  • Why should the entire Sikh community be treated with suspicion?
  • Has the administration factored in the possibility of harassment/humiliation or hunting down/hounding out of innocent people at a mass scale by overzealous officials?
If the past record is any benchmark to go by, then danger lurks for the community. During the mid-1980s when militancy in Punjab was being ‘dealt’ with, the Army’s obsession with Amritdharis became clear from a Circular (No. 153) issued in the July 1984 issue of ‘Baat Cheet’an official magazine circulated throughout the Army. The Circular read:
“Any knowledge of the Amritdharis who are dangerous people and pledge to commit murders, arson and acts of terrorism should immediatelybe brought to the notice of the authorities. These people may appear harmless from the outside but they are basically committed to terrorism. In the interest of all of us, their identity and whereabouts must always be disclosed.”
This circular was retracted in the early 1990s but by then harassment, humiliation was faced by innumerable innocent people, who were hounded and hunted out as if just by being a baptized Sikh you become a criminal/terrorist.
The report “Oppression in Punjab: Report to the Nation” brought out in 1985 by Citizens for Democracy (CFD) documented inter alia how innocent people were targeted on the pretext of being Amritdharis. However upon release the 150-paged report was banned by the Delhi Administration which ordered seizure and destruction of all available copies. The authors of the report N.D. Pancholi, Aurobindo Ghosh, Tejinder Singh Ahuja were arrested and later let off on bail. The 70 year old Ms. Amiya Rao was granted anticipatory bail by the Supreme Court. Sunil Bhattacharya, the fifth member of the CFD team was not booked by the police. O.P. Gupta, the printer was simultaneously arrested along with N. D. Pancholi. The forward to the report was written by Justice V.M. Tarkunde. Police filed sedition charges against the accused.
As the report was banned by the Indian National Congress government of Rajiv Gandhi, the Hind MazdoorKisanPanchayatsoon thereafter brought out copies of the report “Oppression in Punjab: Report to the Nation” with a preface by George Fernandes; the latter rose to be the Union Defence Minister in the BJP led NDA government headed by Shri AtalBihari Vajpayee.

People’s poet Varavara Rao seeks prison facilities in view of his failing health

An Open letter to the Chief Justice of India, Supreme Court of India, New Delhi
Subject: People’s poet Varavara Rao seeks prison facilities in view of his failing health.
Respected Sir,
The well-known people’s poet Varavara Rao is lodged at Yerawada Central Prison, Pune in connection with the Elgar Parishad case. He was arrested on August 28, 2018 along with other activists. He has been a teacher, poet and writer in Telugu for over sixty years.As per media reports he is in need of proper amenities in prison keeping in view his age, 79 years and failing health:
  1. A cot
  2. A table and chair for reading
  3. Newspapers & books in Telugu
  4. Meeting with other family members and friends (since this facility extends only to his wife and daughters presently)
Since India is a democratic country with:
  1. A dynamic Constitution
  2. A free press
  3. A pro-active judiciary
  4. A functional Parliament,
the provision of amenities asked for by the poet, Varavara Rao should not be withheld any longer even for a moment.

Several Hundred Muslims Protest Against Mob Lynching At JantarMantar

A mass demonstration was held at JantarMantar, New Delhi today i.e. 10 July, 2019 from 10 a.m. onwards against the mob lynching and right wing atrocities. Several hundred Muslims participated in this protest action. Speakers stressed the adoption of legal, peaceful, democratic methods against the onslaught on the community. Victims and their families were urged to file police complaints/ FIRs in every case of atrocity against the community; and to even move the lower judiciary (the magistrate’s court) to file complaints in the event the police refuses to act. One of the speakers emphasized that the Muslims have nothing against the majority of Hindus; their fight is only against the Hindutva elements. Slogans were shouted against the mob lynching. It was pointed out that as none of the accused in the mob lynching cases have been punished till date the culprits feel encouraged to continue with their criminal activities. A leaflet in Urdu and Hindi titled “JulmRokoMulkBachao” (Stop Oppression, Save Country) was distributed at the protest site.
A memorandum addressed to the Prime Minister of India enlists the following four point Charter of Demands: (quote)
  1. Stop Mob Lynching and Right Wing Atrocities
From Akhlaq to Tabreez Ansari viz., Pehlu Khan, Mazloom Ansari, Afrazullah, RohithVemula, Dhabolkar, Pansare, GouriLankesh to Hafiz Junaid, Asifa more than 100 cases of mob lynching were seen in the country, but none of the culprits has been given a deterrent punishment, which encourages right wing’s criminals. The soft attitude of the government shows that it is the result of collusion between police, administration and doctors. Despite the fact that Supreme Court had sent notice four times to stop mob lynching, the government has not taken any action. Hence, All India Imams Council demands the effective intervention of the central government to stop these atrocities for the safety and security of Indian citizens.
  1. Discard Triple Talaq Bill; Stop interference in Muslim Personal Law:
The Constitution of India guarantees the right to freedom of religion to all its citizens. Interference in the Personal Law in the disguise of security and freedom of Muslim women is the ill-intention of the government to show the Islam in the bad light and this is nothing but the conspiracy to uproot the religious affairs of the particular community. Hence, All India Imams Council demands the central government to stop interfering in the Muslim Personal Law and discard Triple Talaq Bill and stop media from misusing of the Islamic terminologies.
  1. Drop Citizenship Amendment Bill; Stop expanding NRC to whole country and Stop targeting Muslims:
The announcement to expand NRC across the country is the result of grave conspiracy. In fact minorities especially Muslims will be the prime target of it and millions of citizens will be deprived of their rights in their own country. The key purpose of the Citizenship Amendment Bill is religious discrimination, which is against the fundamental rights of the Constitution. Hence, All India Imams Council seeks the central government to stop the expansion of NRC across the country and drop the Citizenship Amendment Bill.
  1. Make changes in National Education Policy
The National Education Policy, 2019 has been drafted to fulfill the interests of political and economical spheres. The intention of the proposed reformations is total control of the government on education. Making all religious and private institutions under this NEP will be dangerous. Proposal of electing only half of the members of National Education Commission according to their eligibilities and selecting the remaining members by the parliament shows the ill intention of the government is undemocratic. Imposing Hindi language as the third language on non-Hindi speaking regions will destroy the regional languages and cultures. These reformations undermine public education system and make the private education sector boom. The draft NEP ignores the constitutionally mandated reservation for the disadvantaged sections. Recommendation to restructure higher education modeling on ancient tradition is part of the attempt to saffronize education. Hence, the All India Imams Council considers present policy is unconstitutional, prepared in haste; thus seeks changes in it under the monitor of expert educationists.”

Disturbing though are Dalai Lama’s recent public views[i]
That Europe would be teeming with Muslims& Africans
If refugees continue to be let in that Continent
Without a return ticket in their pockets

Pray why should you think that it would be wrong
To allow persecuted Muslims & Africansasylum or refugee status
Have you forgotten that as a Tibetan Monk you and your followers fled Tibet
And got a red carpet welcome in India?

And have availed of similar benefits, nay largesse for six decades
Courtesy the large heartedness of the Indian people
During the golden period of secularism in the 1950s and 1960s
When you appeared to be at peace with that ideology

Now that there is a tectonic shift
In the global political environment
You have shown your true colours
Like Aung San SuuKyi in Burma

Perhaps one’s perception is wrong
Could your change in stance
Be because of fear or favour
Understandable, but not condonable

But you must understand that as a guest of honour in India
Highly respected and loved all over the world
Your views could be misused by the vested interests
To tear the social fabric apart and not just in Europe

Trump barred people from seven Muslim majority countries to enter USA
Thus strengthening the myth of ‘Clash of Civilizations’
Propagated by the international media
Controlled as it is by the Jewish lobby

Remember the plight of Rohingya Muslims
Forced to run away from Myanmar
And of Muslims from Bangladesh
Being hunted and hounded out from India

One strays but appreciates though that after a long political struggle
Genuine frustrations creep in at not succeeding
In the declared objective of creating
An independent Tibet out of a sovereign China

Your struggle for right to self-determination of Tibetans
Gets projected in a different light
Though similar struggles in Kashmir and Northeast India
Get dubbed by the establishment as works of “tukde-tukde” gangs!

Muslims and African refugees in Europe need Buddha’s compassion
Not your purported final solution
For if these migrants were to be sent back to their countries of origin
While conditions there are volatile, they would be eliminated!
